Since 1997, the government has invested unprecedented sums of public money in large and ambitious social programmes, including neighbourhood renewal initiatives and Health Action Zones, designed to tackle inequalities and end cycles of exclusion. But do we really know ‘what works’? To what extent are these programmes based on evidence, and how are their impacts evaluated? Drawing on a unique collaboration between The King’s Fund, the Rockefeller Foundation and the Aspen Institute, this policy paper aims to stimulate an important debate about how we construct and use evidence about the effectiveness of complex social interventions.
